Beyond the ordinary
HGNA - partner countries face challenges due to the fragmentation of external aid to education, characterized by the existence of multiple projects operating on the margins of national systems and budget.
Fragmented and off-systems aid generates significant transactions costs and can have negative effects on country systems and institutions, undermining coordination, accountability, predictability and sustainability.
Conversely, aligning aid with national systems can have strong structural and catalytic effects on strengthening these systems and making domestic financing more effective.
